Image Ready, which is part of the Adobe suite.
I have got a free gif maker 123 AVI to Gif which I downloaded, but it's not very powerful. You can't crop, for example. You could try it though, I made this gif using it a while ago:

I was worried about making them obviously 'mine' and not snagged, so I added the text to one, and then I found the filters in the video editor :D So those last two look much better! I always learn something new when I make gifs :D
