Sadly yes; I don't know if you'd be allowed to play using Open-ID though.
The problem of course is that it's a lot of work to run a single comm on two sites, but not enough people will come to DW for comms. I'm seeing more comms move to solely DW but not nearly enough and every time a comm does move a handful of LJ users swear blind they hate DW and it's "completely different" to LJ :/
